Strengthening Refugee Led Organizations For Accountable ,Ethical and Protection Centered Humanitarian Action

I CAN South Sudan participated in a two-day Capacity Building Training for Refugee-Led Organizations (RLOs) and Community-Based Organizations (CBOs) organized by UNHCR Yumbe Field Office in collaboration with the Office of the Prime Minister (OPM), Uganda, from 24th–25th August 2026 at the UNHCR Field Office in Yumbe. The training brought together more than 20 RLO and CBO leaders from Palorinya, Imvepi, Lobule, and Bidibidi refugee settlements, with the overall objective of strengthening institutional capacity, accountability, and operational effectiveness for sustainable, ethical, and protection-centred service delivery.

The training covered key areas including fraud and corruption prevention, effective communication, child protection, protection mainstreaming, the role of OPM, organizational codes of conduct, risk management, PSEA, financial management, the programming cycle, and international refugee protection. Particular emphasis was placed on zero tolerance for sexual exploitation and abuse, safeguarding, transparent financial systems, accountability to affected populations, effective referral mechanisms and compliance with humanitarian standards and OPM regulations. The sessions provided participants with practical knowledge to strengthen organizational systems and improve the quality and accountability of services delivered to displaced communities.

The training was highly valuable in strengthening the capacity of participating RLOs and CBOs to operate more effectively, ethically and sustainably. As a way forward, I CAN South Sudan will focus on conducting step-down training on PSEA, strengthening referral systems, updating financial management procedures, developing an organizational risk register and sharing key learning with staff and relevant community structures. I CAN South Sudan appreciates UNHCR and OPM Uganda for this important capacity-building opportunity and remains committed to promoting accountable, protection-centred and community-driven humanitarian action.
