Founded in 2017, I CAN South Sudan (ICSS) is a Refugee-Led, multi-sectoral NGO committed to advancing wellbeing and durable solutions for displaced populations across East Africa and beyond. Originating in the West Nile Region of Northern Uganda, ICSS has progressively formalized its operations through multi-country registration:

Uganda: ICSS was registered with the Yumbe District NGO Monitoring Committee (DNMC) in 2019 (Reg. No. RMG/000387), and with the National NGO Board in 2025 as a Regional NGO (Reg. No. REGR173756667NB) ICSS is thus positioned to scale its interventions across all displacement-affected locations.

South Sudan: ICSS recognized as a National NGO since 2019 (Reg. No. 2269), anchoring its legitimacy within its country of origin.

Norway: ICSS registered in 2024 to facilitate strategic resource mobilization and diaspora engagement.

Strategic focus and programs

ICSS operates at the intersection of humanitarian response, child protection, and gender equity—delivering inclusive, community-rooted interventions that align with national development strategies and global displacement frameworks.

Core populations of interventions:

  • Refugees and internally displaced persons (IDPs)
  • Children orphaned by conflict
  • Single mothers and female-headed households

Program priorities:

  • Child-centered development across several divides
  • Empowerment of single mothers to foster stable family environments
  • Integrated psychosocial support for war-affected children

Advocacy and Policy Alignment

ICSS demonstrates a transnational, community-driven model for displacement response.

ICSS’s operations reflect key principles of the Global Compact on Refugees and the Kampala Convention, emphasizing: Localization and refugee leadership, cross-border coordination, protection-sensitive programs, and child-focused approaches. ICSS anchors its work in both host and countries of origin.
