About I CAN South Sudan

I CAN South Sudan (ICSS) is a multi-sector Non-Governmental Organization devoted to advancing the well-being of Internally Displaced Persons (IDPs), Returnees and Refugees, with a special focus on vulnerable children and women. I CAN South Sudan is a Refugee-Led Organization registered in Uganda's Bidibidi Refugee Settlement in Yumbe District. The organization has expanded its services to South Sudan and is registered as a national organization and having coordination offices Juba, Ibba, Yambio, and Ezo.

With funding from COHERE, OXFAM & MERCY CORP, I CAN South Sudan is looking for a highly skilled, competent, proactive and self driven individual for the Position of Project Officer to run these projects in Bidibidi Refugee Settlement.

The contract for this position is fix term/definite contract with possibility of extension for 2 years and beyond based on satisfactory performance and funding availability.

Job Description
I CAN South Sudan seek to recruit a Project Officer for Bidibidi Refugee Settlement Zone 1. With Supervision from the Program Manager, the successful candidate will lead multiple projects and will be responsible for planning, Financial Controls, timely and quality reporting, Logistical coordination and perform all other duty in line with their position

Duties and Responsibilities
Development of Project Documents
  • Planning and designing project implementation plans, proactively monitoring its progress, resolving emerging issues and initiating correct actions
  • Establish and implement quarterly MEAL Plans in collaboration with the MEAL Officer
  • Coordinate with I CAN South Sudan management, partners, external stakeholders and field staff to provide timely updates and appropriate support when needed
  • Support technical proposal developments, reporting guidelines and donor requirements with support from Program Manager and Management
  • Develop and adopt project governance arrangements ensuring effective and quality assurance and the overall integrity of the project-focusing inwardly on the internal consistency and outwardly on its coherence with infrastructure planning, interface with other programs and corporate, technical and specialist standards
Project Management and Implementation
  • Take lead in project implementation, coordination and planning of smooth running of the project including casual staff hiring, logistical coordination in close coordination with Logistics Officer and Program Manager
  • Manage Project Budgets, monitoring its performance including expenditure and value for the money, timeline submission of invoices, salary incentives for payments
  • Ensuring the delivery of new products or services with the project plan and governance arrangements
  • Ensuring the Child Protection and gender sensitivity and environment is observed in the project
  • Prepare and submit quality progress and technical reports, (weekly updates, monthly reports, quarterly and annual)
  • Ensure collection of accurate data of the project output by MEAL Officer is done timely in line with project monitoring plan
Supervision and Technical Backstopping
  • Supervise all projects staff in Bidibidi and at field level and ensure that staff perform their duties towards achievement of the project and outputs
  • Conduct capacity strengthening training for project staff on quality programming standards reporting procedures, D no harm principles, Humanitarian Core Standards and Accountability to affected population
Liaison and Coordination with other stakeholders
  • Represent I CAN South Sudan at all sector meetings and every other program related coordination forums both online and physically at National and international level to share learning outcomes from the project
  • Managing communications with all stakeholders including OPM, UNHCR, IRC and ensure effective delivery of project items, smooth staff travels and monitoring of project outputs by stakeholders
  • Create synergies with UN agencies, INGOs, NNGOS, RLOs who their work are compatible with our mission and are from same sector on sector related learning, challenges and suggest mitigation measures to improve outcomes, ignite partnership and create space for showcasing best practices
Qualification
  • Holds a Bachelor Degree in Development studies, Child Protection, Public Administration, Social Science and Business Management
  • At least 3 years working experience in same or similar position
  • Experience working in a remote Humanitarian Settings and with Refugees
  • Should be between 30-45 years old
Other Qualifications
  • Good written and verbal communication skills
  • Experience in modern proposal writing
  • Excellent Report writing skills
  • Excellent critical thinking and good decision making
  • Previous experience managing multiple projects
  • Proficiency in computer skills

  • Good communication skills: ability to share information, collect feedback on changing priorities and procedures, give constructive criticism, speak clearly, writes effectively to persuade any situation, listens to others with interest to help with ideas and demonstrate the ability to build relationship with and outside the organization based on trust and professionalism
